I find storylines that don't follow a proper continuous thread from one plot point to the next to be rather confusing but I hope I'm at least partially right here. ;)

Briefly: when K.B. was rescued from the gates of the Time-Genre Secretariat by the rest of the Yorick Gang, many operatives and the head of the legal department were killed (and his aide went AWOL - we've not seen him since, but I have a ready sideplot for him).
[Plus, back in the Advent Calendar storyline (which has been tricky to keep in continuity), Zodiac Miller became the comptroller (guy in charge) of TGS after the old comptroller went nuts with the Hair of Destiny.]
That prison break disaster left these two in charge of legal and wrangling with the question of who spilled the beans about K.B.'s arrival - even though the culprit was their associate, the guy thrown onto the table right there by the annoyed armed guy in the last panel...

That's some flamin' hot red tea. Yeah, hat man. Trying to remember without going on an archive binge -- if we get the hoped-for rain later today, I may just dive into your archive to find him.
Or there's the reveal tomorrow. It's not like he's a major character, but we've seen him in the last 20 strips.
If you don't want to dive all the way back, I think the hat first shows up around the 18th or 19th of the first December from the Advent Calendars. I just archive-dove for them - pretty pleased with them.
